Former substitute teacher arrested on stalking charge

A former substitute teacher is now in the Hall County Jail after being arrested on a stalking charge.

Chester Lamar Bagwell of Stone Mountain worked for the Hall County School District for around two weeks in late October before he was removed from the list of approved substitute teachers. On Nov. 6, the school’s main office contacted the Hall County Sheriff’s Office about receiving “harassing and threatening” emails from Bagwell.

The investigator assigned to the case asked Bagwell to stop sending the emails; after this encounter, Bagwell immediately contacted the school system again.

“My understanding is that the emails started after he was told he wouldn’t be substitute teaching anymore,” said school spokesman Gordon Higgins.

Higgins said that, as it’s a personnel matter, he could not comment on further specifics of the case. He said he did not know the content of the emails, nor how many messages Bagwell may have sent.

DeKalb County law enforcement assisted in the Nov. 13 arrest of Bagwell. He remains in jail on a $3,000 bond.
