A Vietnamese businessman is getting the last laugh on Gainesville City Council, but instead of rubbing it in he’s actually thankful the city blocked his request to relocate his Royale Nails & Spa salon out of Sherwood Plaza Shopping Center to a nearby former medical office on South Enota Drive.
